Inspection and Quarantine Bureau of Shenzhen recently held publicity meetings in Longgang and Baoan districts on new technical regulation for toys and representatives of nearly 500 makers of exported toys attended the meetings. It was revealed that, going to cement the service for toy companies, Inspection and Quarantine Bureau of Shenzhen has established 3 practical approaches to lower testing cost.
Inspection and Quarantine Bureau of Shenzhen gave extensive introduction to new policies and regulations, including directive draft of European Parliament and Council of Europe, US’s Consumer Product Safety Improvement Act, along with Toy Safety Coordination Initiative Draft Program Recommendations and China’s Supervision and Administration Measures on Imported and Exported Toys. It was indicated that, new regulation in Europe and US has strengthened their requirement on warning label and information of producers and since testing items are increased, “threshold” of inspection is heightened. It eventually results in much more severe situation for China’s toy export. Involved companies are expected to make countermeasures earlier.
Experts from the bureau’s toy technical test center made notice of inspection result on exported toys from Shenzhen during the year. Moreover, they summarized failure cases in test from four aspects, including mechanical and physical performance, combustion performance, chemical safety performance and electrical power performance. Attendees were provided more knowledge on cause for failure as well as latent hazard.
Additionally, it was said that, Inspection and Quarantine Bureau of Shenzhen has developed three measures to provide aid for toy companies, which are based on optimized testing method, lowered testing cost and higher testing efficiency.
As to makers that own effective CNAS-authorized labs, percentage of selective examination on certificated items. It would be reduced by 50 percent, based on former criteria.
Except for test required in License (Registration) on Quality of Exported Toys, when toys exported to countries other than Europe, US an Japan go through first-item test, makers are free to select one standard out of EN71, ASTMF963, ISO8124 and GB6675(GB19865).
When first item of exported toys are tested on surface paint according to related standard, makers can choose to renew samples or add accessories to testing labs. Makers are able to declare a “mixed-sample test”. Toy technical test center would give clear indication of “mixed-sample test” in the test report. |
