In February, a research and investigation group from Certification and Accreditation Administration (CNCA) visited Guangdong about the works on 3C. The 7-people group led by Jin Liping, deputy committee director and Wang Kun, deputy director of Rectification Dept, also held and symposium, concerning administration of grant of 3C label, supervision and execution of compulsory certification on toys and enforcement status of Regulations of the People’s Republic of China on Certification and Accreditation, which has been launched for 5 years. Representatives from Guangdong Entry-Exit Inspection and Quarantine Bureau, administrative center for grant of 3C label (Guangdong branch), Guangdong Toy Association as well as some testing labs and toy companies participated in the symposium.
It is known that, toy’s 3C process has been carried through in smooth way, taking active effect on standardized market and industry. With joint effort and coordination of related governmental departments, associations and companies in promotion and publicity, amount of applicants for 3C certification surges up within the half of year after the compulsory work is actualized. By the end of January 2008, 818 toy companies in Guangdong had applied for 3C certification and 2,215 copies out of total 2,580 certificates issued are valid.
Attendees gave report and discuss on various problems appear during the process of 3C of toy, while long process of 3C application, disordered and nonstandard age grouping of toys and the measure against difference on inspection results by different labs are highlighted topics on the symposium.
When Jin Liping summarized the symposium, he noted that, CNCA attached great importance to the voice and idea from Guangdong, which is the largest toy production base, as well as the stressed region for toy 3C implementation and supervision.
At the same time, it is known that, this year General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) will program another safety rectification on toys and boost whole-process administrative control. Local department will increase its exertion. Related business training course on toy 3C will be developed. In fact, special teaching materials have been compiled. █
