According to the introduction of the spokesman of Ministry of Commerce, in recent years, with the lasting rapid increase of economic scale and processing trade, regional development unbalance trend to be increasingly obvious. Export of processing trade of 21 provinces and cities in Midwest China only stands 2.8% of that of the whole country. Therefore, State Council puts forwards the policy of leading and promoting gradient transfer of processing trade and bringings along the open-pattern economic development in Midwest.

 “Idea” mainly contains two aspects. Firstly, to build undertaking areas for gradient transfer of processing trade in Midwest. The undertaking areas mainly include districts with distinct advantage on geography, technology and low cost to receive the industry transfer of eastern processing trade. As to the application qualification for undertaking areas, the “Idea” has specific description. Secondly, to provide support in funds to the key processing trade items of undertaking areas and enterprises who implement gradient transfer, including providing a loan, preferential interest rate, bond consignment and other financial service.
