In instancy, Certification and Accreditation Administration (CNCA) launched a detail rule on quality permission on exported toys in August, requiring regional agencies to enhance administration on quality permission on toy export. Besides, according to new regulation, toy producers, processors and trading companies those have already gain permission should come under comprehensive supervision.

It is known that, the latest regulation stipulates that, amount of product categories that must come under quality permission are increased from 4 to 11, including plush toys, bamboo and wooden toys, plastic toys, ride-ons, children’s’ vehicles, electrical toys, paper toys, stationerylike toys, soft figures, shooting toys and metal toys.

Procedure of quality permission on exported toys would be carried out in according to different toy categories, adopting administrative pattern of “product mode test/ category safety test+quality assurance capacity audit+annual supervision audit+routine supervision and administration”. Dangerous chemicals used on exported toy products, such as paint, must pass through inspection of authorized departments. When applying for examine on exported toys, applicant must offer documents such as quality permission, inspection report on paint and declaration for compliance to importing country’s safety standard.

Additionally, new terms are added to the latest regulation. When the key raw materials and key parts of a product are changed, report should be submitted to application-accepted department in advance. At the same time, suppliers for dangerous chemicals used on toys should be put on official records.
